REPORT OF Protest Avellino September 2, 2009
considerable interest and a lot of participation to protest the school's precarious USP held this morning in front of Avellino. About two hundred temporary workers have resulted in a peaceful protest, made up of discussions and analysis in detail of the dramatic moment we are living in Italy, with about 20,000 unemployed, with about 600 in Irpinia. In his capacity as administrator of the PSC Avellino, I am very pleased that even in Irpinia, after the summer vacation, is finally becoming aware, you're touching hands with the very serious malaise that is affecting teachers precarious. Again about 600 teachers, who last year, and most of them for years, got a job one year, from this month without work. So is associated with a precarious historic promises made by constantly disregarded stabilization, another even more serious insecurity and unsustainable and that is the lack of work. They are, again, really pleased with the massive turnout, if only imagine that last week, namely Monday 24 and Wednesday 25 I was just (like a dog) in front of Avellino USP to post posters and distribute leaflets on the walls, I had prepared and printed in the traditional way, to all passers-by urging, through them all to move, to be aware of this drama is taking place to the detriment of us are insecure, primarily for the workplace, and the entire civil society for the dismantling of public education, as practiced by this government.
The event started at 9.30. We have displayed banners, posters, different slogans, we distributed leaflets explaining the reasons for our protest. We talked, carefully, to this serious problem, further enriching our knowledge. There was good interest from local media, newspapers and private broadcasters, there was also a shy school participation of the CISL and UIL, but mainly looking for publicity. They were kept at a safe distance even if some broadcasters (Channel 58) have given more attention to them that the real question. The event included a parade along the main streets of the city, but that has not been allowed by the security forces present on a massive scale, because it was necessary prior authorization. At 11.30 am, then, a delegation was received, always with a careful and in some ways inexplicable attention from the police, the manager USP Dr. Rose Wheat.
The manager, a person, for the truth, always very attentive and polite, listened with interest to our problem. We exhibited our tragedy, that after years Precarious employment in schools, starting this month we find ourselves without a job. We have expressed our disagreement with this reform, which has no significance from the point of teaching and learning but is intended only and solely for cutting staff. We have shown great concern for other decisions of the Minister on the dl Aprea that public schools are moving towards corporatization. We delivered, then the officer a document which sets out all the points in disagreement with the request to the minister.
The manager showed all his help and solidarity to our problem. There has, however, assured its full commitment even though there clearly is reported to have hands be linked and, unfortunately, bound to specific regulations. Told us he was doing everything possible to recover as many chairs and pieces as possible, but always in compliance.
We raised the problem of her pieces per hour (up to 6) which we know are outside of the existing USP, but for individual school leaders. If it was possible, if necessary, given the many cuts of teaching, to include these residues in the USP management to allow us a breath of fresh air, but on this point has been categorical in accordance with local regulations.
We raised the question of the uses and temporary assignments, that this year they took chairs to teachers from outside the province. On this point, unfortunately, no positive result, the rules laid down by the National Collective Bargaining Agreement, strongly desired by unions in support of colleagues in the role, unfortunately binding.
There has announced the interest shown by the Campania region for a willingness to fund of funds for the school to support the permanent staff, as happened last year. However, it was expected that these funds, if any, could be spent considering the dramatic problem of us insecure and do not bind them to specific charges, such as, for example, for additional support to the disabled and phantom projects.
At 12.15 the meeting ended. I have set out, exit, along with other delegation, the outcome of the meeting to all the protesters and several journalists.
We were raised by several colleagues to interfere with the development of a document, the school managers and the relevant bodies to be alert and vigilant in compliance with safety on the premises, given that the increase the number of students per class sought by the Reform Gelmini, has not followed the proper adjustment of the safety standard classrooms. Urging them to abide by these rules, given that we will be careful and vigilant in this regard.
We then drafted a document to be sent to the managers always containing the application, at least for this year, to waive the application of the ordinance on slugs.
The event ended at 12.40. We gathered for a sit in front of the prefecture for Saturday, September 5, 2009 from 10am to 13.00, in conjunction with other coordinating of precarious workers in struggle in the area. How
coordination we have invited all the demonstrators to expand and report the problem to the entire civil society so that all together we can, to an even more effective, practical support for the battle against dismissal and for the defense of a secular public school, free, open quality.
